Job Description
This position provides consultation to campus management and leadership on security and emergency management programs and strategies for crime prevention and emergency procedures to prevent and/or mitigate the effects of crises or incidents ensuring a safe and secure learning environment for students and the campus community. This position acts as liaison with local public safety agencies and first responders and facilitates or completes reporting for the Clery Act and Homeland Security requirements.
The coordinator leads, educates, informs and motivate campus constituents in emergency planning and strategies; develops emergency plans to prepare and respond to emergencies; creates educational and training materials, and conducts training and exercises.
This position has been designated as weather and emergency essential. In the event of a University closure or emergency event, incumbent is required to report to work and respond as requested. Refer to Minnesota State Board Policy 4.4 Weather / Short Term Emergency Closings at : .
Minimum Qualifications
Associates degree in Emergency Management, Law Enforcement or related field or equivalent combination of education and experience.
Certified Protection Professional (CPP), Certified Emergency Manager (CEM) or Minnesota Certified Emergency Manager.
Three (3) years professional experience in risk management, business operations continuity planning, security, law enforcement, emergency management or related.
Knowledge of FEMA, Clery Act, and Homeland Security requirements sufficient to administer security and emergency management responsibilities.
Oral and written communication skills sufficient to develop and present training on security and/or emergency management issues/policy/practices, develop and write policies & procedures, programs and reports.
Computer skills sufficient to use general office application/productivity software (e.g., computer operating system, e-mail, word-processing, database/spreadsheet, calendar/scheduling, presentation graphics, Internet browser & search software).
Ability to review & evaluate work environments, identify/recognize potential security hazards and emergency management needs and evaluate & apply corrective measures.
Requires a Class D Drivers License: a single unit vehicle with gross vehicle weight of less than 26,000 pounds. This is a basic drivers license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds
Incumbent must pass driving and background checks.
Preferred Qualification
Demonstrated commitment to fostering a diverse working and learning environment
Certified Protection Professional (CPP), Certified Emergency Manager (CEM) or Minnesota Certified Emergency Manager.
Crime Prevention Through Environmental Design (CPTED) certification.
Advanced Incident Command System training and related Homeland Security and FEMA course work
Knowledge of standard police practices including rules of evidence, investigation techniques and procedures, citizens arrest power, loss prevention techniques, intrusion alarms, detection, surveillance systems and networking, radio and communications equipment and fire alarms.
Written and oral communication skills sufficient to interview witnesses, victims, suspects, and defuse conflicts and violent situations.
Knowledge of Right to Know, Occupation Safety (OSHA), hazardous materials and waste safety procedures.
Knowledge of Data Privacy Act and Family Educational Rights and Privacy Act (FERPA).
Ability to deal with diverse populations responding with sensitivity to their needs and concerns.
