Division of Accounting and Finance:

The Division of Accounting and Finance is instrumental in determining the rates charged by Floridas investor-owned electric, natural gas, and water and wastewater utility companies. Processing utility company rate changes includes analyzing filings and expert testimony, presenting staff expert-witness testimony, developing interrogatories and cross-examination questions, holding customer meetings, and presenting recommendations to the Commission including recommendations regarding the profit that utility companies should be allowed to earn.

Description of Job Duties:

This work includes direct supervision of public utility analysts in the Rate Filings Section of the Bureau of Surveillance and Rate Filings. The primary duty of the employee in this position is to spend the majority of time communicating with, motivating, training and evaluating employees, and planning and directing their work.

Minimum Qualifications:

Five years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, professional accounting, financial auditing, financial or economic analysis, engineering or administrative work is required. A bachelor's degree and one year of relevant work experience or masters degree from an accredited college or university can substitute as an alternative for the years of required experience.

Preference will be given to applicants with a Bachelor's degree and one year of relevant work experience, or a Masters degree.

Special consideration will be given to applicants with the ability to review, analyze, and evaluate data and the ability to communicate effectively verbally and in writing.

Special consideration will also be given to applicants with a bachelor and/or graduate degree in finance, accounting, economics, business, statistics, and/or mathematics.
